We want the killer to look as dark and mysterious as possible in order to do this the light will be turned down and the killer will probably be wearing dark clothes and maybe a hoody like this

we wanted the killers outfit to reflect his behaviour and personality... so by covering his face with a hoody and not knowing who he is tells the audience this person is mysterious.
also by wearing the big, hard wearing boots tell us he's a big, tough character not to be messed with.
